§ 66. Submission of construction plat.

  • 66.1.

    Within twenty-four (24) months of the approval of the preliminary plat, and prior to the initiation of improvements to the site, the subdivider shall submit five (5) copies of a construction plat to the Planning Department. If phasing of the project has been approved by the Town Council, a construction plat for only that portion to be developed initially shall be required. The construction plat shall be at a scale of not less than one inch equals 100 feet and shall contain the following information:

    1.

    Contour intervals from mean sea level at five feet or less (but not less than two feet).

    2.

    Lots (numbered) as shown on the preliminary.

    3.

    Any existing, platted, or proposed street within or adjacent to the subdivision, including right-of-way, pavement, width, base course depth, pavement depth and type, and the proposed grade of new streets.

    4.

    Other existing, platted, or proposed rights-of-way or easements and their purpose, location and width.

    5.

    Location and acreage of proposed parks, recreation areas or school sites.

    6.

    Proposed street names.

    7.

    Copies of all proposed covenants, agreements, or restrictions which will govern the ownership, use, maintenance and continued protection of the streets, utilities, recreation areas and other improvements.

    8.

    A copy of any erosion control plan to be reviewed by the Land Quality Section, Division of Land Resources.

    9.

    An information block containing the name of the subdivision, name of surveyor, engineer, land planner or developer, the tax map and parcel number, and the zoning classification of the property.

    10.

    A north arrow (with the north orientation being substantially the same as the preliminary plat).

    11.

    Any existing platted, or proposed utility lines, including its easement, width, size, its connections, profile based upon mean sea level, and other features, such as hydrants, manholes, blowoffs, pumps, force mains, and gate valves.

    12.

    If any street is proposed to intersect with a State-maintained road, an approved copy of the necessary North Carolina Department of Transportation street and driveway access permit shall be submitted.

    66.2.

    The Planning Department shall coordinate the various departmental reviews of the construction plat. Following such review period, and within forty-five (45) days of receipt of the construction plat, the Planning Director shall, in writing, approve the construction plat as proposed, approve with modifications, or disapprove the plat. If the plat is disapproved, reasons for such disapproval shall be stated in writing, and the subdivider shall make the suggested modifications and submit a revised construction plat for approval.

    66.3.

    Upon approval of the construction plat by the Town and prior to the initiation of site improvements, the subdivider shall submit copies of all applicable permits from any State or Federal agencies having jurisdictional review authority over the site. Following the submission of such documents, the subdivider may begin to install the roads, utilities, and other improvements in accordance with the approved plans. Approval of the construction plat shall be valid for a period of twenty-four (24) months and will not be invalidated by subsequent amendments to Town of Smithfield Ordinances.
